mm6 error

I have just got a second hand Blackberry bold 9900, It is unlocked but is getting the mm6 error. The phone only shows this message with vodfone sims, any other sim works. My sim card also works in any other phone. What can i do? i have been vodafone and they have searched their blacklist and the phone is NOT blocked or blacklisted. What else could it be?
