Strictly speaking, there is no way to do exactly what you request. However, if your BB were capable of taking on OS7.1 and your mobile service provider allowed it, it could act as a WiFi HotSpot:

Unfortunately, if recollection serves me correctly, the 9300 hardware is not capable of accepting OS7.1...hence no ability to be a HotSpot.
