Well you will need to contact them.
For example, if a customer is with Telstra and they have an account set up at www.telstra.blackberry.com and they can't remember their username or log in details, they contact the carrier Telstra to log in behind the scenes and delete the account from there.
If you worked for RIM you should now how this works.
If the bis account is created with one carrier, it needs to be deleted before it can be linked/created to another one.
