network unlocking software erased

hi, can someone please help, i bought my daughter a second hand blackberry torch 9800 for christmas, it is currently on vodaphone network, when i took it into a shop to get it unlocked i was told that it had previously been attempted to be unlocked more than 10 times and the network unlocking software had been deleted so therefore the phone can only work on vodaphone, the area where i live has no vodaphone coverage at all, 

is there anything that can be done to fix this? i know i have let my daughter down and just really want to fix this problem

Once ten attempts have been made unsuccessfully, only RIM can undo it. I'm telling right now that it's not worth the cost or the trouble; get her another phone.
