Are you asking if, without a carrier, you can block someone from calling you? That is, do you want to put the block on the receiving end?
BTW -- That's a slightly different twist on the way your wording is -- your wording could be interpreted as wanting to place the block on the sending side. So I just want to be clear.
In either case, I think that the answer is no...though you never know what a clever application developer might come up with to help on the receiving end. Like an app that integrates to the phone app and, when a particular pre-programmed number comes in, immediately answers and immediately hangs up. I've never heard of such a thing, but you never know...
