From that error message, it is possible that an IT Policy is what is blocking things. If you are on BES, then stop now and seek support from your BES admins as they are in control.


 

If you are not on BES, then check to see if you have an IT Policy on your BB:

  • KB30076 How to check for an IT Policy on a BlackBerry smartphone

If you do and you are definitely not part of any BES, then you need to conduct some very specific things to wipe out the IT Policy so as to hopefully remove it from the possible cause of this issue. You should first prepare by taking a full and complete backup...you can find complete instructions via the link in my auto sig on this post.

 

Once you have a backup, proceed with this:

  • KB31291 How to reset a BlackBerry smartphone to factory settings using BlackBerry Desktop Software

Finally, conduct only a selective restore to your BB from the backup, restoring only those databases you require (e.g., contacts, calendar, etc.), and specifically not restoring any databases that have anything to do with IT Policy, Enterprise, or anything similar. If you restore those, it will dutifully put the IT Policy back onto your BB and you will be right back where you started.


 

If you have no IT Policy, then contact your mobile service provider for formal support...perhaps they are for some reason blocking this on your data plan.
