what does it means

1. Insert not accepted sim card in your phone and turn it on. Does it mean to use my active sim card or one that is not working in order to activate my phone.

Did you not get a sim card with your phone?
If so they mean insert that.

You can use the SIM card from your old phone, unless they've sent you a new SIM with the device.  You should just be able to insert your old SIM and off you go!
