I have seen the issue corrected by doing the following:
Go to Options >> Advanced Options >> Applications.
Highlight BlackBerry App World in the list >> Click the menu button and delete.
Download and reinstall the software by going to the following location on your BlackBerry/Internet Browser:
Re-launch the application and see if you are able to download/install Pandora.
