The 'safeguard' thing was something my mobile phone network (Orange) had on so you can't view websites for ages 18+
So I changed those settings to turn the safeguard off. I don't know why/how this would affect my Youtube viewing. Like I said, it might just have been coincidental that everything happens to work now.
Maybe you should call your phone network and see if they have something similar?

Hi there, try making sure it is on an original youtube link. What I mean is make sure you gained access to the video by going on your YouTube app and typing the video in, do not use any links, even links on youtube which open new tabs immediate to a YouTube page otherwise the quality will be bad. If you have made sure of this and the quality is still bad then check whether you are logged into YouTube/Google, or anything that will affect a YouTube page, and log off. I had this error twice and the reboot fix worked the first time, but not the second so I tried logging out, just as a test and it seemed to work. Have a nice day.
