you need Wi-Fi to use App World.

Are you talking about the bridge application or tethering a smart phone. If bridge it doesnot, I suspect that. If you are using a data plan smartphone it should work just like wifi.

No. Wi-Fi is required, any tethered or bridged solution will not work.
