Camera Error

I need help. When I open the camera app, it says "camera error: camera is being used ".. My friend had reset the whole playbook many times, but still shows the same error. In addition to this problem, I cannot use the video chat. Audio call is okay. Please help!!! Thank you.

Have you done Security Wipe? Does the camera work after this?

I deleted everything including softwares. And then reinstalled them with default factory settings.
