Installed new update and can't get blackberry agreement

Just tried installing the new update ( 4 times) and there is no country displayed for agreement.  I have upgraded the Desktop, forgotten the device, tried numerous wifi connections, all of which so an IP and good connection.  I am dead in the water and don't know what to do!  Suggestions are welcome

Tried all of these solutions to no avail.  I have been trying to fix this for the last 5 hrs. Oh well.  An avid BB user is finally ready to leave the circle

Not ready to pay them to correct the error caused by their update....

I have reloaded the update 4 times

I have deleted the device from the desktop, updated the desktop and reconnected the device

I have used the desktop troubleshooting, which reloades.

I have tried 3 different wifi's  , all connect, all show an IP address and valid DNS. None are hotspots, none are enterprise.

I have tried several different time zones.  I live in the US Virgin islands. Have tried US Virgin Islands and United States.

Atlantic time and Puerto Rico, Santiago and La Paz

 

I have read numerous blogs and they all suggest the above steps.

Also, how long have you had the tablet?  You get 90 days complimentary support after you register it on the link I provided above.
