Just tried installing the new update ( 4 times) and there is no country displayed for agreement. I have upgraded the Desktop, forgotten the device, tried numerous wifi connections, all of which so an IP and good connection. I am dead in the water and don't know what to do! Suggestions are welcome

Tried all of these solutions to no avail. I have been trying to fix this for the last 5 hrs. Oh well. An avid BB user is finally ready to leave the circle

I have reloaded the update 4 times
I have deleted the device from the desktop, updated the desktop and reconnected the device
I have used the desktop troubleshooting, which reloades.
I have tried 3 different wifi's , all connect, all show an IP address and valid DNS. None are hotspots, none are enterprise.
I have tried several different time zones. I live in the US Virgin islands. Have tried US Virgin Islands and United States.
Atlantic time and Puerto Rico, Santiago and La Paz
I have read numerous blogs and they all suggest the above steps.
