You already tried the standard fix of removing all accounts, restart playbook, then put them back one at a time.
Do you have more than one microsoft account? Did you have any links between them for webmail access? If so remove the links as they are now obsolete. Delete all but your main calendar in your webmail accounts, Try to have only one account with calendar syncing in Playbook. Maybe MS will fix it.
My own MS email still syncs, not that it helps you!
