I finally revived my playbook! Thanks to Lost At SEA solution, it started charging again. I did some steps differently though.
1.Connect it to the charger.
2.Keep on disconnecting and reconnecting the charger until the red light shows no more.
3. When you connect again, make sure no light appears at all(for some reason, the charger charges a fully depleted battery correctly)
4.Leave in charge for a day or overnight( For best results 2-3 days)
5.Before disconnecting and reconnecting again for the last time, make sure you hold it down for 20 seconds or a few more seconds more.
6. Disconnect and reconnect.
7.The red light should stay lit for 30 or more then stop.
8.Wait a few seconds and check if its now offically charging(The greenish yellow light blinks).
9. Leave it in charge for 4-6 hours.

I hope to try this approach later today or as I have time. The device is currently in the dock.
Here is my latest update on the condition/process.
My device is no longer charging, again. Initially I was having issues with being able to turn it on when it went to sleep. I would press the power button and it would not respond. I would wait for 5-10 secs and try again, no response. I would hold it down for 10 secs and sometimes it would reboot, sometimes it would require another press. My usage fell off significantly and eventually it would not charge from the usb port I tried different chargers and direct connect to my pc - with no luck It dawned on me that the connector beside the usb was also a charging port so I went and bought the docking station and that resolved that issue, for a while. I still could not connect over usb so bluetooth connectivity only. Most recently I had it on my desk and it seems that it drained completely I tried to turn it back on later and it almost got there and then told me it was shutting down That shutting down image stayed on the machine for quite a while I have since left it in the cradle for several days and it is not coming to life at all, even when I press/hold power [+volume ±] while in the cradle or out.

Then just leave it in charge for a while 6 hours. If it dose show and there is no way to make it stop showing, try stack charging now. It means your playbook is still partially alive. This is a good thing
