Playbook not turning on

Whenever I plug my charger in, the red light appears for several seconds, a battery sign with a light bolt throgh the middle appears and then a green/yellow light appears for around 4 seconds - this process just repeats.


I have tried updating the OS but my playbook appears to turn itself off halfway through and, even though it says it's complete, whenvever I plug it back into my PC it says the update is available. 


I contacted RIM support but they just keep telling me to refer to my retailer. Any ideas what is wrong? Any suggestions will be helpful.
