Please Help get PB 64GB to Reconnect to my PC, Tried It All !! Error [E:0X35]

Hello, I'm at the end of my tether, but remaioning calm.

 

I'm on Windows 8.1, though I have a Vista Laptop available.

 

The PB is wiped so don't mind starting from scratch.

 

Tried Desk Top 7.0 & 7.1, Link, Rolling back and updating drivers the lot. All I've found online.
