The lightening bold symbol over the battery icon indicates the device is charging.

 

Please do this... LEAVE IT CONNECTED to the charger and touch the battery icon > Restart.

 

Now, see if the charging increases.

have you checked that your plugging the usb cable the right way around on the playbook?

 

I read on another thread someone was accidently plugging it the wrong way around.

 

This can happen as the plug is quite soft and if you push hard the plug can go in the wrong way around.

 

This can cause the playbook to do funny things

Since the Playbook does show as connected and shows the PIN, and the charging bolt is present, I do suspect that the USB plug is connected in the correct manner.

 

Of course every bit of advice helps.
