I use ACARAS File Manager, and with it I can create/remove folder, I can copy/move/delete files, just like you do in Windows Explorer

it on the App World, just look for FILE MANAGER, you will see 20 of them, I personnaly use "File Manager" which as a blue folder as icon, but maybe one of the other might do what you are looking for

You can allways connect the PlayBook to your pc and use Desktop Manager. Won't allow you to create new tabs ("Media", "Favs" etc) but should allow you to create folders and subfolders.
