I've updated my playbook with the latest OS, but am still unable to set the timezone correctly, as the only options available from the drop menu are bogata, mexico city (old or new), central or saskachewan. Contacting BB support only offered OS update as a solution.

To be honest, reloading the software is probably the only way to correct this. Try a reload of the device software then check and see if those options are there.
