"Restart" problem during update and Battery not charging when plugged



I am a student in Manipal, India. I had bought my PB 11 months back and recently got a new update 2.1.1088. I tried downloading the update but was not able to restart the tablet after installation was complete. 


In addition, I am not able to charge my PB even after connecting it to a primary power source. It remains at a percentage where it was and discharges when unplugged. 


I would really like to know the possible solution to this problem.

LEAVE it connected to the wall outlet charger (not the USB > PC charger).
Leave it connected for 24 hours... every 3-5 hours, press and hold the power button only for about 20 seconds. Eventually it will boot on up, but first must reach a certain charge level.
You will see the blinking red and perhaps yellowish LED light, and perhaps a symbol on screen of "no battery". That means the battery is drained, but it must reach a certain charge before powering on.
