BB10 does not use BIS (if that's what you mean by "BB Plan"). On some carriers it is reported to be no harm (and no benefit) to have BIS in place. On others it is reported that having a BIS plan in place causes the BB10 device to not properly function.
Nothing can be guaranteed, of course...and you should ask your mobile service provider about your specific requirements.
