That proves you have BIS email access but you would also need a BIS data plan. Could you check with the carrier if this SIM has a BIS data plan?

Ain't it sufficient to have a look at connection status as shown in image?
Also I have observed that if my wifi is enabled and BIS SIM is inserted, instead of showing Connection: Mobile Network, it shows Connection: wifi. Is it a correct behaviour?
Even if BIS is not working, still there remains the issue of, how it is working in OS 5 & 6 without BIS?

Until a fix is found for the Payment SDK 1.8 that allows it to function as expected without BIS access I would recommend staying with 1.5 which has most of the same functionality apart from remote loading of Digital Goods and asynchronous loading of Payment History.
