The new app update has been approved (1.2.1) and available in the app world when I browse on my computer. But on the phone still showing version 1.2 . Completely uninstalled and reinstalled. Still it is not the latest 1.2.1 version.

Looks like you selected the Bundle Language to be "English (en)", which means any device not running that exact language code will not see version 1.2.1 - instead they'll see 1.2.
I've put 1.2.1 back into Draft so you can go in, change the Bundle language to 'All Languages' and re-submit.
Let me know once you re-submit; I'll verify the changes and push it back onto the store.
