Pay-per-use/repeated downloads/payments

Does the app world allows repeated purchasing or capping the amount of times a user uses the app?

 

We are developing an app for which has a cost-per-usage model. We want to create a quantity-based subscription/revenue model (for every 50 searches of X pay Y) but we would like to avoid at all costs going to an external billing system. Anyway we can support this re-payment method via the app world? 

 

Has anyone dealt with similar problems? What is the optimal way to charge a subscription fee?

No that is not an option at this time and I don't think it ever will be.
