I have to agree with you John, and that is great feedback. Definitely something being investigated as a go-forward.
In BlackBerry 10 the previous purchases do get returned when made within the same app session, which is a pleasant surprise.

I am developing in Cascades, so i cant rely on Playbook. I have logic for in app payments when app is starting, and i need to determine, if user has made previous purchases or not, and i realy cant test that in same session. So, for my case, it is essential that i can test app in draft mode. Right now, because of tight deadlines for submitting apps which should be eligible for B4BB i actually submitted my app for review, but i can only hope that it will work as intended, because i was unable to test it properly.

You could always force the call a bit later in the app lifecycle after a few mock purchases are made. The purchases will be returned in the same manner whether requested at the start of the app or during the run of the app so it should at least validate your code.
Not ideal, but for the moment that's what's available...

After updating to OS 10.0.9.2320, I was able to test in draft mode successfully, although it had an error on the first attempt and the first install. Second try everything worked just great, including the payment service!

I can confirm it's working with the latest update. I had to try a few times but eventually it downloaded correctly.

It does have a few rough edges though as you have already noticed, downloads and installs may take a few tries and requesting goods purchased in the past does not work currently (fix being worked on).
