The easiest way is to first side load 'Snap', follow this link.

Yes, you login to your google account (or create one), Snap simulates Play Store.

Downloads, converts and installs Android programs, unfortunately not all programs will work on BB10.

@JSanders is correct. The method he linked above is FAR easier than than the instructions at Crackberry. No development mode, Chrome is not needed, etc.
