If you upgrade to the latest 10.1 OS, it might help, I don't know if the bug has been fixed on a higher 10.1 OS or not. You would need to load it and see.

But my os is already the latest os because the software update in the setting states that I am on the latest update which is 10.1.0.4181

Ok. I don't know what else you can then, other than report the bug to Cellcom and have them escalate the issue UP to BlackBerry Technical Support.

Is it possible to inform the BlackBerry technical support via the forum? Because I didn't bought it from my carrier I bought it from one of the phone retailer in which I know them very well because every of my problematic phone is them who help me to repair it. The retailer say they get it from the official blackberry from my country.

So is there any ways of informing the BlackBerry technical support via internet either on email or other methods? Because I am not really that free to go inform them my self as my trial and final exam is around the corner

Not directly... but report the bug to Cellcom and have them escalate the issue UP to BlackBerry Technical Support.

Ok thanks. I will do it tomorrow as it is quite late now
