Device is MEP locked

Hi, I just bought the new Blackberry Z10 online. I thought the phone was unlocked but when I put my BELL sim card in it, it said ''Device is MEP locked''. I gave my phone to those little stands in the mall that can unlock it.  But they told me they can't unlock it without the company it is locked to... HOW CAN I FIND THE CARRIER. Please I need help!!

I am in the same situation. I bought a Z10 on Ebay and it clearly says that it is unlocked, but as soon as I put my micro sim card in it just showed the phrase: Device is MEP locked. What can I do? Is there a successful but not so expensive way to unlock it? Since I bought it online I have no clue about what to do regarding this.

ask the seller what is the carrier of the Z10.
