I couldn’t find a specific option to mute the dialing pad. But if you set 'Notifications' to 'Silent' then it will not make a sound. To do this quickly, slide down from the top of the home screen and touch the 'Notification' icon (looks like a bell with a line through it). It should then go from 'Normal' to 'Silent'.

Swipe down, go to Settings. choose Language and Input (keyboard, spell check), scroll down to On-Screen Keyboard. At the top is a slider for Keyboard Feedback Volume.

I think that it is a much needed option to allow disabling the tone feedback of the phone keypad. The tones are loud and annoying. The tones could still be sent to voicemail systems without blasting them back through the speaker.
The fact that this option does not exist, as of v10.0.10.85, seems like as glaring oversight to me.

Sound OFF in Notifications is the only way to mute the dial pad, keyboard and camera sound.
I've hardly ever used the dial pad, I thought I'd give it a try and found it rather pleasant.
