Whenever I want to make an international call (to a French, Belgian, Russian,... number), I cant get throug. I tried 0033... , +33... , 01133... Nothing works.
I receive the message that the call was barred and to check barring in the phone options. However, whenever I look for the barring options in the phone, there is no such thing. Blocking options are all ok.
Texting to an international number works however.
How can I fix the issue?

Check with your carrier. Many of the carriers place restrictions to places that are expensive to call from the user's location. This is a precaution in case the phone is lost or stolen, and someone picks it up and makes long distance calls.
