I mean, if an email comes and I read it on my PC then that should make it as "it is already read in my z10" too. But this takes around 15-20 minutes to sync up, does anyone face this ?

What email type are you referring to -- Gmail, Yahoo, etc? It sounds as if it must be an IMAP account, since EAS accounts update almost instantly.
Go to Settings > Accounts, and select your account. Scroll down, and look for Sync Interval. Set it to whatever timing works best for you. Note that if you choose a quicker sync interval, it will result in an incremental increase in battery use.

Gmail can at times be almost instant but not always.
As mentioned above, Exchange Active Sync (EAS) accounts are normally very instant to sync. Your gmail is likely an IMAP account and slower.

I use Gmail / IMAP push, and find the email delivery almost as fast as an EAS account. Where the difference is noticeable is the device<>server sync of read/unread staus, deletions, flagging, etc. I keep my main account set for 5 minute sync, and that works fine for me.
From the limited info, I'm not sure this is the OP's problem, though (since it's also affecting FB notifications).
