Issue my carrier cannot resolve advised contact BlackBerry whatever password used is rejected has any one else had the same issye
Could you please be a little bit more specific? What password are you talking about?

Did you purchase your phone new from your carrier? If so, call them back and request further support. If you bought the phone used from someone, you may want to ask your carrier to ensure that your phone wasn't previously reported stolen and hasn't been blocked. The call blocking feture
No way to retrieve the call barring password, you will have to do a SIM swap with your existing number.
The new SIM will accept another password if you want call barring.
