rotation lock

Has anyone found a way to get rotation lock to stay set or adjust the sensitivity?

Rotation lock like many other switches in Os10 does not stay set. It works for a while then turns itself off. Best I can tell it's random.

What is a clear pattern however is that rotation is slow to move at full charge and it gets twitchy (without good hysteresis) below say 1/4 of a battery.

My phone does the same. It doesn't lock at all when trying to select it from the drop down menu.
