This KB article should provide more information on the error you are receiving in BlackBerry World. I suggest having your service provider contact BlackBerry technical support as recommended in the resolution field.
“You have reached the maximum number of PIN changes for this account” is displayed when attempting to login to BlackBerry World on a BlackBerry 10 smartphone. http://blackberry.com/btsc/KB34242
