In my case the problem was solved through PayPal, the payer I was using for BB World. I had clicked fraudulent charge related to a double billing for an app. That blocked the account in BB World. Check with PayPal or your CC company to see if they have blocked payment to BBWorld (aka RIM Commerce).

so i changed 2 paypal accounts and used 3 different CC from 3 diff issuers.
all roads point to my BBID with BB. i've spend way too much on apps before this situation to walk away from my BBID.

i have the same error and cant purchase nothing .
have tried everything (refresh bbworld -reload os -clean restore et.c)
I had also a refund a few days ago and maybe this is causing the problem too...
