Mail settings

Where can I find the mail setting for the following?

 

Limit mail download size and if requested then only download full e-mail.

Set download intervals for peak and of peak times.

Set peak and of peak times.

At present, none of those configuration settings exist.

All phones I have worked with previously have these settings from 10 years ago.  Seems the rush to get the phone out got to them.
