Anything else I need to know?
How do I know that the datalistener is running in the background? Does this app startup with an empty parameter when the device fires up and pass in the parameter only when the user clicks on the icon?

Take a look at ApplicationManager class - you can get the list of all active applications (don't be fooled by the name getVisibleApplications - it returns everything running, including purely background applications with acceptsForground returning false!), find an application with a specific descriptor (including parameters), etc.
