no.
you can use the profiler while debugging, but there is no api for programmatic access to the information available in the options program.

There is a profiling tool built into the JDE.
Start the program on the simulator, then select View / Profile

On OS 6.0 and above, there are some useful tools associated with

Options-->Device-->Application Management

 

Then go left and right to get figures for memory and CPU used.
