Blackberry payment SDK dependency on BIS and BES connection

We have an application which needs an internet connectivity to do some document processing. Also there is an option for the In-App payment. We are using the Blackberry Payment SDK for the In-App payment. We are getting correct responce with the device having BIS connectvity. If the devices does not have the BIS connectivity but has the internet connectivity through the WiFi, we are getting connectvity error. I tried to launch the Blackberry AppWorld application from the device which does not have the BIS connectivity but has internet connectivity through WIFI, I get error "The data service is not operational". Does it mean BIS/BES connection is must for the In-App payment?

 

If that is the case, any other way I can get the In-App payment done for the devices without the BIS/BES connectivity?

i think it needs BIS/BES. your problems could be related to the outages rim currently has.

So it means, people without the BIS/BES connectivity will not be able to use applications which uses Blackberry Payment SDK for the In-APP purchase?

They will be able to use the app, but they won't be able to make purchases.
