Is there any way to create an application in which you can change your voice. For example when you make a phone call the person on the other end hears your voice differently according to your settings(for example as an cartoon character). Can you get the audio stream and change it so you could produce different output.
Maybe it wouldn't be possible with the standard integrated phone application i don't know. Any ideas?

It also would be good if someone suggests alternative way of making a phone call without invoking the standard phone application. I need more control over the phone call.

Ok I thought of another aproach. Can I adjust the settings of the microfone so the audio from my voice could be directly transformed? Is there finer control over the settings for the microphone programatically?

None of this is currently supported today. The only way for a third party application to start a phone call is to launch the phone application. You are not able to modify the audio streams of a phone call from a third party application.
