I spoke to soon. Now, I'm getting
java.io.FileNotFoundException: C:\Program Files (x86)\Research In Motion\BlackBerry JDE 4.7.0\bin
Settings.rc (Access is denied)
Edit: I changed the properties of the file and it seems to be working fine. I don't think there is a huge security concern, so it should be ok.

I have followed this thread and am now having the same problem as you describe in this post.
How did you "change the properties of the file" to stop this error from occuring?

I'm having same issue, even with paths.
Java 6 Update 7
Java 6 Update 16
Java 6 Update 16 (64-bit)
Java SE Development Kit 6 Update 16
Blackberry JDE 4.7.0
JAVAHOME=C:\Program Files (x86)\Java\jdk1.6.0_16\
PATH=C:\Sun\SDK\bin;C:\Program Files (x86)\Java\jdk1.6.0_16\bin
* of note: There was no "Javahome." I added seeing this thread, but it had no effect. The Java SDK above is the 32-bit version, just to be clear.

Same issue here using a relatively clean install of Windows Vista 64-bit with components installed in the following order:
BlackBerry JDE Plugin for Eclipse 188.8.131.52
There are 2 errors on startup, both with window title "Error - BlackBerry Java Development Environment" are:
"Cannot find RIMIDEWin32Util.dll. This is a required component of the IDE."
"Cannot find RIMUsbJni.dll. Without this dll the IDE cannot connect to USB enabled handhelds. Add RIMUsbJni to java.library.path"
My JDK\bin is in the %PATH% environment variable.
Both of the supposedly missing files are located in my workspace path under \.metadata\.plugins\net.rim.eide.bootstrapper\inst
I have placed these two files in the JDK\bin folder, c:\windows\system32, and even in the Eclipse folder (just for the hell of it) and I get the same errors every time.

You do indeed have to use the 32-bit version of Eclipse 3.4.1 with the 32-bit version of the JDK. After that, those missing DLL errors do in fact disappear.
First install the 32-bit JDK (at the time of this writing that is: jdk-6u16-windows-i586)
Then install BlackBerry JDE Plugin for Eclipse 184.108.40.206
This will automatically install the 32-bit version of Eclipse 3.4.1, the Blackberry Plugin, AND the 220.127.116.11 Component Pack.
Open a new Blackberry Project, Configure your Blackberry Workspace, and you are good to go!
