CoverageInfo doesn't report MDS coverage properly?

I'm wondering why CoverageInfo.isCoverageSufficient(CoverageInfo.COVERAGE_MDS) always returns false on the simulator, even when I have the MDS simulator running. The simulator browser works fine. 

I have not actually gone through the trouble of doing the BES setup wizard in the simulator, but it seens I don't have to do that in order to use an MDS transport. So why does the MDS test always fail?

 

Using SDK 4.5 with Eclipse (full package)

yes, it does not work on the simulator. didn't test it with a simulator connected to a real bes though.

my code uses DeviceInfo.isSimulator && normal coverage.
