Isn't it possible to debug/run your code on a device via Eclipse without code signing the project?
I've tried with both code signing required API code and just a simple Hello World code sample, but in both cases Eclipse gives an error message that the code must be signed. And in order for hte code to be signed I must order a key from Blackberry...

Without your codesigned...you cannot test your application on device.
You have to buy the keys.
Or you can avoid using Signed API and methods in your code if possible.
Else it is recommended to buy the signing keys.

we have to sign some of bb secure API so if you are not using it and create simple hello word app you can test app but try it with jde,my experience with he jde good and I'm not using the eclipse for debugging.

As long as all the APIs you are using do not require signing then you can test it on the device. If only one API requires signing then you must sign it in order to debug on the device.
Signing keys are very inexpensive.
