Just a wild guess, but maybe you are adding ;ConnectionTimeout=... parameter to the connection string ?

I do get occasional weirdness with my 9000, sometimes TCP no longer works at all. I have to restart device, just resetting connection doesn't help.

You could find out with other developers who used the same carrier and the APN details.

Search the forum, you will find other people have had problems with Voda in India. I seem to recall one who swapped to Airtel and it all started working. So look around.

I also encountered this error before. As a work around, i set the APN info in the device options->advance options->TCP then append a ";deviceside=true" in the url. You can try this out.
