On BlackBerry Enterprise Server (BES) there is a configurable limitation on data volume to be sent/received by device at once.
Ask your BES admin to re-configure BES settings for your device.

Thanks for the response; I have few customers with this problem, they all tried to configure BES around this but no success, I'm relly down to downloading the file (mp3 file) in tiny 32 bytes chunks but still getting this error .... if you have any idea or know someone that is hardcode BES guy pls let me know ....

I also had the same problem but i somehow found this solution-
actually the Blackberry simulator asks the MDS for all its network needs.
while this MDS thing has a limit already set which allows you to only get data of size 256KBytes.
so increase this limit, open the file located at-
C:\Program Files\Research In Motion\BlackBerry JDE 5.0.0\MDS\config\rimpublic.property
Inside this file there's a property called: IPPP.connection.MaxNumberOfKBytesToSend
(on line 17)
this is already set to 256, set it to whatever you like, restart the MDS and You shouldn't see the problem again.
Just check whether these config matches your version of JDE.
