How to specify secondary project as resource source in eclipse?

As described in this post, I am in the middle of converting my project to use Eclipse, and have broken it up into three smaller projects.

In the main application's "BB App Descriptor" form, there is a section for "Locale Resources"; however this is greyed out.  How can I get eclipse to recognize that one of the other projects (which main project has as a dependency) is providing those resources?  My understanding is that the app name and description can be pulled from the localization files, but that can't happen if eclipse won't recognize the dependencies for supplying string resources.
