I've got to admit I was very skeptic of this response but amazingly after the 6th or 7th download attempt this actually worked... Thanks ;-)
Can't RIM just distribute a ZIP?
A zip has a checksum which will fail if the file is corrupt in any way, this is a trivial option to offer. Just zip up the EXE file.

I think there is no technical problem to distribute zip files with recovery information inside.
But it won't prevent us to download JDE many times.
We've got the same crc check when we run installator exe.
CRC error message is a bit less userfriendly as in WinZip but we can get it and make another download attempt
