Keyboard Locked

I am invoking some keys, but need to check if the keypad is locked before.

 

I am trying ApplicationManager manager = ApplicationManager.getApplicationManager();

manager.isSystemLocked();

 

From my understanding, this only returns true if and only if the device is locked AND has a password for example.

 

It is returning false when the backlight is on and keypad locked (e.g. you hit the lock key at top (no password on device) and then hit the end button which activates the screen but the device reads Screen is Locked. Press the Lock button to Unlock.

 

What is the best way to determine if if keypad is locked? I know its possible as I see other apps invoke once keypad is unlocked, even in the situation I mentioned above.
