While the library approach is workable, be aware that it if your two projects can be implemented separately or together, then this approach is more complicated to distribute and can cause complications when one application or the Library is updated.
But there are downsides to other approaches, specifically that the Hashtable and the SQLite database will not be removed when your application is removed fro the device.
To fully choose between the options requires detailed understanding of the application and what might happen to it in the future.

peter, thanks for your advice, actually we had to face a lot of choices during coding, I had to made a choice and keep going, of course, with more and more thinking
