Just to confirm, as I understand it if you are not connected to a BES, you should not use Enterprise Activation. If you are seeing Enterprise Activation then I suspect the phone is an old phone that you have picked up from someone else who used to use it on an Enterprise. If so, you need to wipe the phone to get rid of the IT Policy that marks it for Enterprise Activation, before you will be able to use it.
Follow the instructions in the link I posted to do this.

I have searched for the IT Policy. And when i click on it , it shows no services.
In manage connection,BIS and BES both shown as not connected.
And one more thing, this time i run my code.I am getting "BPAS rejected registration".

Sorry I am confused by your posts:
1) "I have searched for the IT Policy ....."
Why did you do that? Is that what I suggested you do? What did I suggest you do? Have you done it?
2) "In manage connection,BIS and BES both shown as not connected."
"BIS is connected"
I do not know what you mean by this. Can you put up a screen shot to show us where you are seeing this?
3) "Failed to open port, caused by java.io.IOException: Port in use"
Have you tried to start two listeners on the same port? Restart your device and try again, making sure you only start your listener once.

But after that i am getting "msg BPAS rejected registration"

Can anyone please help me?
